Q: Could this be used in place of waxed cord to make bracelets?

I don't make bracelets but it is certainly strong and I used it to tuft a button back corner seating unit. It was perfect for that.

Q: I am looking to make a couple of outside door stops and wonder if this thread can it be used on pvc fabric?

I used it on my PVC canopy at the front of my boat. 3 years later , still holding strong ..

Sorry don't know what "Tufting" is but the thread is flat in cross section (and I think that is the 1mm dimension referred to) not round. It is also very strong. hope that helps.
