Yes it's pretty easy to cut with scissors.

Q: Can you stitch on this plastic with your sewing machine?

It is a fairly stiff product. Depending on what your actual project is I'm not sure how it would hold up to the pressure of the presser foot and leaving marks or if sewing pieces together would create perforations. I hope this helps.

Q: Can I use these to make face mask elastic holders?

That isn’t what I purchased them for but I have read that yes you can use them for face masks. Look up Jennifer maker face mask using Acetate and she shows you and tells you everything you need to make them. Good luck.
