Are the hat and bowtie removable?

They are sewn on in a couple places but could easily be cut off.

My son is 44” tall. I don’t see a height on the sizing chart and am debating between 3-4 and 5-7. Does anyone know the heights or if this can be retur

My son is either 44 or 45 inches tall and this fits him great. I feel like if he was a little bit taller it would still fit him but it is not hanging underneath his feet either.
