This replaces the 901-01, originally 5 in a pack and an elastic retainer (essentially a rubber band) does this pack come with the elastic retainer?

No, this pack does not include the elastic retainer. My unit had a plastic retainer which somehow went missing; I find a long zip tie does the trick!

Where do i buy the ring to hold these bags on?

Amazon has it, but you can also get it at WalMart for less...check out the online listing...filters (3) with ring for $9.75 at WalMart. I would verify that it fits your particular vacuum and if yes, just order it from WalMart. Good luck! You can always check Shop Vac OEM website as well. Mine is an older model, but they still sell the ring since it was used on many different models.
