Q: Does this hold the mega rolls?

Yes it does. I know it certainly holds the Costco toilet paper which is a large roll.

Q: Is it the same diameter at the bottom as it is at the top? Disappointed with a competing product that fit Charmin 4x mega rolls at the top only.

This product is for smaller rolls of TP. I actually wasn't satisfied with my purchase after a year. Although nice looking and sleek, it wasn't not as sturdy as I was hoping and the handle broke.

Q: Does it have a pull up or you need to dig down for the roll?

You have to reach down into it to grab the last roll.
