do these strips require the resin adhesive?

Despite previous answers, the adhesive and the adhesive ampule work together to give a waterproof bond. They are not really designed to be used without the adhesive ampule.

Do the 1/8" x 3", 5/Pk, 200Pks/Cs have the adhesive preapplied?

I bought the 5 pack and they are self adhesive.

Are they clear or skin tone

Closer to skin color. Not clear

Would this work on the bottom of my foot?

Yes but with anything adhesive, if its on a bendable part, it will come undone. I didn't have a problem with sweat making it come off but mine was on a non bending location
