No, not aluminum. It is plated brass. You can see it is brass by removing a spot of the plating using a file or sandpaper. You will see the familiar color of bright brass.

Q: Will it work to connect hose under low railing?

It should if the railing isn't too wide. We really like ours, makes attaching the hose a lot easier.
