How strong is the 8ft rod

Tests are all the same for these Devil’s line rids 10-30g. This rod is not good enough for trout fishing. This rod will be good for pike. As my choice, I would consider Daiwa or Major Craft or Savage Gear instead. However, this rod is quite good and I was very pleased with this product.

can this rod be used for bass fishing ?

I think a longer rod maybe 9ft/9ft 6in would suit better for bass

Different casting weights... place them both in your shopping basket, then view your basket. There’s a rating alongside each rod , 15-30 for eg. This is the recommended casting weight in grammes

Hi folks would the 9ft be any good for dead bait rigs pike

Not very sure how the 9ft performs but from my experience with the 6ft version is that it is extremely light and not very good for big fish. your best bet is just to go the Abu Garcias page for this rod and looking at the strength of the 9ft rod.
