could you use this with masonry paint ?

Not sure! They are very small packets so would probably need more than one to a big tin.. i would just try mix a small bit first to see how it turns out. It's a good idea though

can this be used on old concrete

If by old concrete, you mean cured/ set concrete, then no. These pigments need to mixed into the concrete mix whilst it's wet.

Do you mix with water or with dry ingredients? What is recommended weight to add to the cement ?

Mix a tiny amount of pigment (a pinch) with dry plain grout, it won't look like the colour has changed much,but as soon as you add water you will see a colour change. If colour is too bright you can always add a touch of black to tone it down.

Could the colours mix with polyfilla please?

I’d Yes they will if the poly fills is mixed thoroughly Mixed in perfectly with some concrete
