Q: Can you still lock your patio door? And does it come with a cover to close the doggie door if you want to prevent your pets from coming in/going out?

it does come with a door cover but we rarely use it. I installed mine on the track between the sliding glass door and the screen door. i did not screw it in but use window locks to keep ot sturdy (my dogs run through it at high speed and were knocking it off track before). since we used the middle track, we just shut the door to close off access and can still use the regular lock. we have a security bar dropped into the track that prevents the door being opened further than just the dog door to prevent accidentally opening the door more than intended. when we want to use the door we just pull up the bar and open the door.

Q: We need this to compress to 76 & 1/4 inches in order to fit our 78 inch door. Will it compress enough to fit?

this door only fits at a min height of 76" 13/16. I have a 76.25 high door and I can't even get it in.

Q: Is the opening close enough to the ground that a doxi could get through?

Not sure what a dixi is.. but yes.. the opening is about an INCH from the ground on the inside and 3 from the outside

Q: will it fit 76 inches door?

Yes. The top of the panel has a spring on it so you just slide the panel into place and push the spring down until it fits into the top of the door. We love ours. It has worked perfectly. Sturdy and well-designed. Very, very easy to put into the door opening.
