Can these figures normal phillips screws?

Yes. I have used them with standard screws but if the screw head is very small they may not fit

Are these suitable for outside use ?

I have used them outside, but the effect of the sun on the upvc boards they were used has caused the top to break off leaving the head of the screw visible. I would suggest you use the hinged cap type of cover although these will stand more proud of the surface they are used on.
