Is the base of it 17" wide or the top where the hooks are? I'm wondering if I could fit in in my 15" wide wire shelves.

The bottom is about 16-1/4 inches. The sides with the hooks are flexible and you can make them straight or even lean in a little, or spread them as they show in the picture.

If it gets kind of grungy, is it top-rack dishwasher safe?

We recently purchased a home with a 22 year old ClosetMaid system installed in it. We took everything down to paint the walls and powerwashed all the shelving to remove the grime. It worked great. The small brackets were placed in a baby bottle container and ran through the dishwasher with no problems.

Can I use them in my pantry for onions and potatoes or wud that be too heavy?

They may be too heavy for it an cause it to bend if you put too many in there.
