They are 8kg each but i would be lost without mine can actually get out and about without having to wait for someone to take me i have a powered chair and manage quite well getting in and out the house

I guess it depends on the road. So would check with local authority if you plan to leave them in situ. They are however quite insignificant in respect of size

Can this be secured on tarmac road with a raised kerb?

Yes if you drill holes and use masonry bolts or you could just drive Nails into the road
