How to fill drinker? Does it come in three parts?

2 parts. You turn the opaque vessel upside down and fill with water, then replace the base and turn to lock. However there is a design flaw as the locking part is through the base of the drinker meaning it will always leak.

Can you hang it up or is it just or the ground?

You can hang it up but can blow about if very windy then the water will leak out. We put a stake in ground to stop that. If left on ground we find the water gets very muddy so prefer to hang it up.
