Q: Have these been sanded?

They have been; however, before painting on them, I sanded them more.

Q: Can you use these with a wood burning tool?

I'm just painting mine but I don't see why you couldn't use a wood burning tool.

Q: Thinking about putting these on an outdoor tree. Would they hold up in the elements?

If planning to put out as they come, my guess is yes since they're wood. If you plan to decorate first with vinyl or paint or whatever, I think if you put some kind of sealant on them, they'll be fine. I have not done this myself.
