I would go up. I'm also a 31 and have always used a 32 size, but this one was a bit small at 32 for me. I wish i would've gone up even more.

I'm 6 feet and around 165 pounds, my pants are usually 34 so I could've ordered the 34 but wanted to play it safe and ended up buying the 36. It has worked out well for me. You definitely want to get something smaller, not sure of what size would work out for you. Maybe my pants reference plays out well for you too. Good luck!
