Is the height listed for this sawhorse (28.6") the length of each splayed leg, or the vertical height of the complete sawhorse?

28.6 is the leg length... 27 to the bottom of the saw horse... which make the sawhorse 28.5 with a 2x6 for a top.... give or take

Do you get 2 or 4 legs

You get two assemblies, each assembly has two legs. There are four legs with the two assemblies. You get what is in the picture. I made a portable shooting table for the deer lease. The Rugged Buddy legs worked out well on the portable shooting table.

What is the width of the feet, from outside edge - outside edge of the rubber pads? In my application the width needs to be less than 24"... Thanks!

My set was purchased several years ago, so hopefully they are the same. The width between the outer edges of the leg pads is 20-5/8 inches, give or take an 1/8 inch since there is a slight bevel to the pads.

Can the legs be cutdown for a shorter table? If so, will the caps still work? I want to use these legs for a collapsable coffee table.

The answer to your question is "yes" ! Just be very careful to cut the legs to the very same length. The caps can be removed for this and then replaced with no problem.
