Q: Will it glue vinyl to wood?

Yes, it should assuming there is not much weight to the vinyl. As far as adhesion it will work. If you adhering two materials to hold them together you are fine. If you are adhering two material and then put a load (i.e. hanging something) it will likely fail at some point. however 3M does make a spray adhesive that can withstand a load.

Q: Does it bond instantly or can one fine-tune positioning?

I print my cards to photo paper and use one page outside and then another for the inside. I use this spray glue to put them together. I've repositioned the two papers but it's not easy to separate them. If the paper is thin I'd say no way. Just try to be careful as it's not meant to be lifted and moved.

Q: Does this dry clear on glass?

I'm not sure but it does dry clear on other objects.. I'd do a test on something glass that you don't need before applying on your project.
