Q: Tomato hornworm control

Assuming this is a question - the plants take up the neem, so it becomes a systemic pesticide as well, which should work on hornworms.

Q: Why do so many people report mold/fungus on top of the soil when this is used? Anyone understand why or know what's wrong?

It is a natural characteristic of neem based fertilizers to show mold formation while disintegrating into soil. Hence, it is always recommended to scratch the product 3 to 6 inches into the soil, instead of top dressing.

Q: Are the pellets easily breakable to form a powder consistency?

These compressed pellets, not sure you could crush them however when i applied to soil and watered. It crumbled in few days. Hope this helps.
