There is only a clamp that attaches to it.

You may have to go to a local hardware store and buy a metric nut. Take the bolt or the other nut with you if there’s a second nut on the fan.

Yes, this fan for car is very sturdy material. It is very suitable for use in the back seat for pet.

Can this be used for a cement truck ?

I don’t see why not. I clip mine on the rear view mirror mount on my Dodge Ram 2500. Work’s good and much better than the others.
