It’s only weatherproof. Waterproof vs. weatherproof are two different things completely. Waterproof means you wont get wet, as long as you don’t go jumping in a pool. Weatherproof means it will keep you mostly dry in light rain or snow. But if your in a heavy downpour, you’ll probably get wet. But if you have a waterproof jacket and your in a heavy downpour, you’ll stay dry.

Are the sleeves lined as well?

Yes the are. The lining zips off for light coverage.
