Q: Can anyone recommend a material to wrap around the stem, for lower blows?

Pool noodles. They work as arm extensions too. In an old training mag someone sued rebar in the center of the noodles to keep them firmer and more realistic.

Q: Are there any replacement bolts/parts for bob? the bolts have been torn away from the body, trying to find something to hold him together in the back

I went to to a regular Lowe's location to buy the bolts since I bought mine used from someone, I just forgot what kind of bolt it was specifically to help you out.

Q: Can I buy only top? I need the one with six holes for fastens.

I doubt that the order can be separated. The B.O.B. comes in two parts . There are six large screws to attach body to base. Someone may have need of just the lower part and offer the top.
