I heard these run small and i should go up one size is that accurate?

Not so much that they run small but they are more of a tighter fit and not baggy. The legs are very slim fitting all over.

Comfortable, soft jogging pants

I bought these Champion Reverse Weave Jogger as a gift for my teen grandson. He is a very style conscious guy and he loved them.They are very comfortable to wear. There is an elastic waistband on both the waist and leg. The legs are tapered with ribbed cuffs. The cotton/polyester heavyweight fleece jogger washes well without stretching or pilling.There are pockets on the side and back to hold phone and keys.I recommend these quality joggers.

Questionable

Questionable production quality or questionable authenticity. I have a black pair of Champion RW joggers (100% confidant of authenticity) that are shorter length and the two have different material composition, different tags, and different logos. These from Amazon have a pressed on patch style logo, the other pair’s logo is stitched into the pants.
