Yes, my son mentioned that's the way he heats it up. They have to soak for a few hours first.

I bring the large pot of water to a boil, turn off the heat and pushed it off the burner... Then submerged the pad into the water completely and leave for about 15 minutes. Using a pair of tongs, pick up the corner and let it drain. Then wrap in a towel, being careful, because it gets pretty hot.

Needs to soak in hot water. Heat will last about 10 min if in the pad.
