Q: I have a 2014 Jeep Wrangler without driving lights will the driving lights work on these lights?

No. I have the same model. They didn’t work

Q: Can you wire the amber halo so it stays on instead constantly blinking

The amber light is only for the turn signal and that's why it will blink. The white halo should be on as wired to your DRL's. Unless your vehicle didn't come with a DRL circuit. Depending on what state you live anything other than white isn't allowed to be illuminated on streets/highways.
