Q: How wide is the top of the clamp? I have a hole a little less than 1/2 wide that it needs to slip into so I can clamp something to the counter. 3.8"?

The flattened part on the curved end is 3/4" wide.

Q: What is the width of the sliding rail please? I need to see if it would fit in a 16mm hole. Thank you.

The screw part will. The rail will not

Q: Can this also be used as a spreading tool? I need to spread out the rear dropouts of my bike frame to allow a wider component to fit

There is a pin in the end that prevents the moveable jaw portion from being removed. If you remove the pin, and reverse the jaw, it could be used as a spreader.
