Is it suitable (per the code) for exposed wiring in a garage, or do I need to use electrical metal tubing?

I seriously doubt it will meet the local code anywhere for exposed wiring because it is plastic. it was make for underground wiring runs. The primary advantage of it over steel tubing is it won't rust and leak water into it when buried. Steel tubing is required for exposed wires on walls because it is resistant to nails.

Can I fit an ethernet cable through this and bury it underground?

No physical reason why not. Is it up to any applicable codes? Not sure. The ethernet cable will fit and it is moisture tight providing you use the correct ends. The conduit itself is rigid enough to hold its shape underground, depending on depth.

Can you run surface mounted thhn wire through this cable and will it be NEC compliant?

Not an electrician but liquid tite conduit is used to connect power to equipment usually up to six feet . Yes thhn wire can be used in this conduit

Will this hold up in constant sun exposure?

I’ve had this exposed to the hot Florida sun for 2 years with no problems
