will these keys and fobs work on a 2007 ford mustang?

They worked in my 2006 mustang. There are 2 procedures you need to do once key(s) are cut. One for fobs and one for the keys. Both are simple and available on youtube. This assumes you have one current key and fob. I only had one original set and it only took a few minutes to do both procedures to give me 3 sets.

Can a key be produced from original cut in half

Most likely, take it to Walmart. They are the cheapest place that I know of who cuts the key and programs it. I'll warn you the key fob is garbage. I program it and it won't shut off the alarm. You have to open the car door and put the key into the ignition.

lost original have a spare but only opens the door, does not start the vehicle ... can you help?

I had one original key when bought the used car, theses were spare keys and fob. With all the keys I still had to go to the locksmith and had it reprogramed, change code with new, old. My only suggestion will be you have to pay a locksmith, no quick fix, no YouTube video as well, however, you can try.
