Is this weather proof/waterproof? I want to store emergency earthquake supplies in my backyard.

I believe this would be weather proof, although moisture could infiltrate if the humidity is high. A bigger issue, if stored outside, would be that ultraviolet light will fade and possibly weaken the plastic. Below freezing temperatures will render the plastic more likely to shatter, too.

Are they stackable empty without the lid? Will the handle get in the way?

Yes they are stackable empty in either 2 ways: 1) on top of each other or 2) empty; one inside the other and the lids on top. Great space saver when empty

The lid and lip of the bins have rectangular holes so you could put four padlocks in them and lock it if needed.
