Is this battery pack made with C batteries are D batteries?

Sorry it took so long... They are the size of "D" batteries in diameter... It is one solid long tube & looks like 5 "C" but I checked and the diameter as well as the flashlight itself takes (3) size "D" regular batteries too... :D Hope this helps.

Does the battery come pre charged?

Yes but not fully charged. The instructions say to fully charge it before use

Is this the new nimh battery that lasts longer?

not that i found but works great on my mag light
