Q: Can you take this on a plane in checked baggage?

yes it is possible , I put this corkscrew and two refiils inside in a checked case , TSA did not open my case. They came intact to Brazil,

Yes you need to remove the foil. There is a cutter provided with cork pop for that purpose.

Q: Can you check it in baggage on a flight?

mine with two refills came safe to Brazil in checked baggage without TSA inpection.
