There are two types in this listing: diesel and "petrol" (gasoline). Make sure you get the right one. Then, let's say you are cruising at 64 MPH and getting 8 miles per gallon. That computes to 8 gallons per hour of fuel consumption. This put claims to put out 28 GPH, so it seems like it "should" work.

I used it to transfer fuel from my boat to a gas can. My boat was trailered and the pump had no issue.

First, the 12D is for diesel, not gasoline. Second, it does provide the flow and PSI listed. I'm not sure what flow or PSI your IH966 needs but I would say yes. It's a pretty hefty pump.

Q: Will this work for a v-twin motorcycle with regular carbs

It should, depending on you needed fuel supply, this pump put out about 6 psi of fuel pressure so you may need a fuel pressure regulator. It works fine on my golf cart with the Vegas Cart 460 engine w/o a fuel pressure regulator.
