Seems fairly matte. Really never paid attention until I received this question. Not much sheen, perhaps in paint terms it would be a satin not a semi-gloss or gloss.

Yes it does stay on all day. If you wash your face at night it takes a lot of rubbing to rub it off. So I will assume it would be partially on at least in the morning. I like this eyeliner it does not peel it does stay on.
