Is the rainy day puzzle suitable for small dogs too?

Sure. If dog kibble is too big, it may not fit in the hole puzzles though.

My cat figured out the bug one really quick is the rainy day one harder?

It is a little harder for them to work out, but my boy managed it quite quickly, as he did with the bug puzzle. It keeps him occupied a bit longer and was worth it for me.

How to clean it? There is so much kibble stuck between the two layers that is difficult to remove.

I only use small (or broken up) dehydrated treats and it stays pretty clean. Anything too big can get lodged and anything too wet is harder to clean.

Can this be used for wet food too?

It might be difficult for your cat to get to it with all the jelly and gravy, as well as you cleaning it. I suggest it’s only for dry food.
