Q: what is the distance between the screw holes?

Center-to-center is .875". The holes are oblong, so you can use spacing between .750 and 1 inch.

Q: I have ordered twicw]e, and sent back twice, because i keep on being sent clips minus the hardware. Any idea how I can get them with hardware?

mine came with hardware. Some of the things don't. Look at what it come with not just the picture.

Q: Will this work for outside the waistband multitool sheath?

I use this to connect my knife to my belt from outside the pants. It works very well, very strong

It’s not “tuckable”. A clip is a clip. If you’re running an IWB holster it will keep it even with the top of the belt.
