Those would give you 3+ inches of clearance between the top frame and the top of the stool.

How high up from the ground is the bottom bar?

Not where I can measure it accurately, but about 2.5 - 3 inches from the ground, pretty low.

Is the table top once piece?

Yes. The top piece of our bar table is a whole board.
