The description specifically states "Three options for traveling with your doll - wheeled luggage or tote carrier or backpack" so the answer should be yes.

Q: Why does the picture have a girl wearing this as an backpack if that cannot be done?

The one I bought does not have the backpack straps on the back. When I bought it, I don't remember that photo being on the photos. Hope this helps.
