How does the bike seat connect to the suntour sp12 ncx suspension seat post?

There is a screw down clamp on the post that connects to the rails on the bottom of the seat. My seat had another connector on it already for a down tube that I had to remove before being able to connect to this post.

Stock standard spring is rated for riders of 140-180lbs +/-

I am 175 and it takes the bumps out of washboard roads, Great product

Does your seat move down or back any when you mount your bike or only when you hit bumps while riding?

Only when hitting bumps like a washboard road. This is one of the best up grade I have done to my E bike.
