The 4-4-9 rule i.e the rule for calorie counting is a general rule and not a standardized one. All the carbohydrates yield different calories depending upon their source and their assimilation (the way they are digested and absorbed) in the body. Also, the body does not absorb all the calories that the macros yield. Some of the energy is lost during their breakdown in the body in the form of heat. Lets say a carb source generates "X" kcal. While it is being broken down into simpler molecules during digestion, "Y" kcal from the "X" kcal are utilized for that purpose. So the ultimate energy/calories available for absorption in the body is "X-Y" kcal. The energy mentioned on the food label represents the calories that the body absorbs. Moreover, fiber and sugar are part of carbohydrates and are not calculated separately for energy consumption. You just multiply the carbohydrates x 4 for calculating the energy.
