the width of the wheel chair foot steps are 16 inches apart. will this cushion work fit snuggly?

We had a very large 36 in wheelchair and it works well.

can i just use just this as a stand alone footrest on my rollator?

No. Will only fill gap between hard footrests. Too flimsy to be stand-alone footrest
