Will a small fit a 25” waist?

Not sure to be honest, because the belt size said small is from 28-34 waist if you click on it. was trying to find a measuring tape, so i can tell you. quick and fast to send back and order a different one incase. im about a 28 waist now and the belt still have room to tighten. if that helps
