The Kobalt bag is not padded but it is thick and strong. This is a great bag and is roomier than the picture shows.

Can this hold jumper cables?

It's a decent size bag. I don't think there's enough room in the bag plus the zipper isn't strong. I keep 2 drills (one small and one big), 3 drill batteries, dremel tool, 3 dremel batteries and the outlet charger for each. I'm on my 2nd kobalt bag. If you want to use it for jumper cables consider getting a stronger bag
