Q: Can I use this to swivel a person in a car seat

I would think you would be able to, just make sure the patient Turner is placed on the seat properly because it would be larger than the car seat and you wouldn't want the patient to fall off of the seat. I use it for my Mom in bed only because she's in a wheelchair otherwise. However the material allows me to move her easily in bed.

Q: can this stay under the patient all the time?

It is a wonderful item, first of all. We keep it under the patient when he is in the lift chair (for easy transfer to bed) and in the wheel chair. It should not be under the patient all night when sleeping. It can easily be tucked under the patient when ready to use, as is done with bed pads, etc. It is also very easy to clean, just wash and let dry in the sun. Hope this helps you.
