It's RELLY Easy. Just squeeze the spring, between your fingers, You should, Really easily, fell the difference, in resistance.

Q: Does the tamping base move downward into the basket as pressure is applied, or is it fixed to the leveling guide?

The tamping disc is moving separately and it is suspended by the load spring which is interchangeable. And the leveling guide disc sits on a separate spring which is softer.

Q: Should this make a click like a torque wrench once proper pressure is applied? Mine doesn't with any spring

NO, pressing down all the way to the base just applies full spring pressure to the pick. So, push all the way down until it stops and you are done.
