will this work with a 2 wire fan coonector?

Yes. I've used this with 2 wire and 3 wire connectors

Will this work for a 4 pin noctua fan?

You can plug any 3 or 4 pin fan into this. Fan speed will be controlled by voltage supplied by the dc plug. I use a 4 pin fan wired to a temperature controlled relay.
