The training wheels can be removed. It comes with Coaster brake, which is easily to pedal backward to stop the bike.

The term "fixie" implies that the pedals will continue to move either forward or backward with the rear wheel's direction, whether or not the child is actually pedaling. So technically it is NOT a fixie, but a "freewheel," which means that when the child stops pedaling, they can coast without the pedals continuing to turn. If you mean is it a single gear in the back, then yes.
