Yes. I have it running out of the box on the ASUS ROG Crosshair VIII Dark Hero AMD AM4 X570 motherboard. With that specific motherboard you will need a philips head screwdriver to remove parts to get to it which is easy.

It exceeds the performance, as an example on our previous 2 TB 4th gen read and write are 5000 MB/s and 4400 MB/s and on the 4 Plus are 7100 MB/s and 6600 MB/s respectively.

No driver is needed for this device. If you can see the device in BIOS you should be able to see it in Windows. You may need to partition and format the disk via Windows "Create and format Hard drive partitions" via Windows control panel.

is it compatible with Dell XPS 17 9700 at full writing and reading speed?

Disregard the answer disparaging American made "crap". AMD, like Intel, is an American company, and they both put out quality products. I believe AMD chips are manufactured in Taiwan (not Japan). To directly answer the question, if that model has a CPU that supports PCIe 4.0, you will likely get the full speed. If it only supports 3.0, you will not get full speed. This does not account for throttling due to overheating. A heat sink is recommended for full performance with less or no throttling.
