There is a sheerness to this fabric. It is a lightweight (4.2 oz/yd²) fabric.

Q: Can this be use to make chair cushions?

You probably could depending on how much use the chair will get. I use it for quilt backs. I used a similar weight material to make a cushion for my window seat as well as pillows. But it is not used for seating except on holidays. But the dog loves to lay on it and look out the window.
