Are these like binder rings that can open to attach to rods? Or do they have to be slid onto your rod?

They clip onto the top edge of your fabric, then slide onto the curtain rod. The rings do not open, only the clip that attaches to your fabric

Can I remove clip from eyelet and use eyelet alone?

Yes I removed the ring of mine to use only the clip. So it works either way

The curtain clips I purchased were black.

Is it 110 rings AND clips or half of each?

The bag is 110 rings with clips attached. They seem pretty decent . Clips are strong enough to hold curtain panel. Hope that helps!
