Would these cut out noise from a noisy neighbour. ie...walking on floor boards, door banging etc. Driving me mad!!

Certainly not, in my experience. I bought a pack to help me sleep - they were useless. Uncomfortable and extremely ineffective (at keeping noise out). A complete and utter waste of money (a personal opinion, of course).

How many times can they be used?

These earplugs can each be used several times. It depends on their keeping their slight stickyness - which stops them falling out of your ears. If your hands are washed and dry and don’t have a cream or ointment on them when the earplugs are handled they should each last 1-2 weeks.
